Steve has been meaning to find and introduce himself to Matt for a few months now, and yeah, it eats at him a little that it takes Peggy getting arrested for him to prioritize it. But as soon as he heard that unlike the previous arrests, Peggy and the other Specials would get a legal defense … well. Steve didn’t exact believe it at first. Why this time? Was there something different about these arrests? Was this all some kind of play by IntSec?
But Steve still isn't sure what he can get away with in this place. There were just too many damn cameras, and explicitly asking the Computer or IntSec, while tempting, didn’t feel like a real strategy. You can bet that Steve already has a plan brewing for if the legal avenue falls through, but right now? Right now he just wants to offer what little he knows to Matt.
It takes Steve a little time to find him after he walks through the main doors of the Charity Ball, but his relentless searching finally bears fruit, and Steve approaches.

"Mr. Murdoch? Steve Rogers."
