Felicity had just left Barry and Morgana's room on the ORANGE level when she comes out of the elevator back onto RED. Down the hall, she sees a man dressed just like her looking at their housing roster.

She doesn't say anything from this distance — she'll have to be yelling very loud and Felicity suspects that might get her in trouble. But her room would take her past the roster postings, so she'll be able to get a better look once she's nearby.
