It's taken a long time for Barnes to get back to being Bucky, and he still doesn't feel exactly like Bucky—there's just too much in the way, he doesn't fit back into that mold anymore—but he's Bucky enough to be exasperated that Steve's gone and gotten himself into trouble again. He's come along just in time, looks like.

The look Bucky gives him is pretty much a perfect copy of the exasperated what now Rogers face Bucky had always given him back in the day when Steve had wandered up to his door arm in arm with Trouble again. "What'd you do," he asks, and it's barely a question. You want him to shout some orders, Stevie, he'll do that right now, you just watch.
