Of course she means it. Prim had been there for her in District 13. That had been the first time she had really noticed how much her sister had grown. There's a part of Katniss that still sees Prim as the little sister she needs to protect. That's not the case anymore. Like it or not, Katniss's sister is a young woman now. She needs to remember to treat her like one.
Even though the conversation makes Katniss uncomfortable enough to want to squirm in her seat, her sister's reaction makes it worthwhile. There's a smile on Prim's face and a gleam of excitement in her eyes. It makes Katniss blush but seeing Prim act like a normal teenager is a rare treat.
"I don't think you have," she answers, starting with the last question in the lineup. "His name is Derek and he works with me." And probably isn't so much a boy as a man around Finnick's age. That part, Katniss leaves out. "It does help. It helps a lot."
