Hunger is something she'd only coped with when she'd protested her mother's
tofu phase. Here, she experiences it because she dislikes the soylent and
she only eats enough to stave away real hunger.
Whether Katniss realizes it or not (and Gracie is only beginning to realize
it because of her job) there's a divide between the alphas and the Specials
as well because the Specials start out at level RED and the Alphas start
out lower than that. However, Gracie can commiserate with and agree with
Katniss on the divide. At the same time, she knows that the levels are
meant to foster loyalty and compliance.
She lifts one shoulder as if to say 'and yet'. "What is fair here?" Come to
think of it, it kind of makes her angry and that shows in the scowl that
develops on Gracie's face.
